Bicycle Safety Program Comes to Huntington Beach
(Last month, Huntington Beach announced a new program to offer scofflaw cyclists a chance to go to bicycle safety school in lieu of paying what can be a hefty fine for illegal cycling. The program received some pretty harsh feedback on social media, but when I looked into it, I thought it was a pretty good program so I asked Huntington Beach Council Member Joe Shaw to write a piece for our best practices series explaining the program. Incidently, this is Shaw's third piece for Streetsblog having written for StreetHeat, our predecessor site, in 2007 and again for Streetsblog in May of 2008. Streetsblogger Report: “Give Me 3” Law Gets Empowered in Tennessee
Regular reader and occasional commenter Bob Davis is in Memphis for vacation, doubtless having a great time riding their electric streetcar system. However, he also sends word that not only does Tennessee have a three-foot passing law for cyclists, but the Volunteer State just made the law more powerful and easier to enforce. He writes:

L.A. Bikeway Implementation Improved But Short of Stated 40 Miles Annually
(Update, July 7: Jane Choi from the Planning Department called me to inform me that the "40 miles per year" goal didn't start until July 1, 2011, the start of the fiscal year. While it seems an odd date to start an implementation plan for the 2010 Bike Plan, it is the start of the first fiscal year after the Mayor promised cyclists "40 miles per year." Regardless, this means the clock is ticking. L.A., you have 358 days to provide 40 new miles of bike facilities. - DN)

Safe Passing Bill for Bicyclists Wins Key Assembly Committee Vote
The California Bicycle Coalition’s bill to give drivers clearer guidance about how to pass bicyclists safely was approved this week by the Assembly Transportation Committee in a raucous hearing that reflected California’s deeply conflicted relationship to motor vehicles and driving.

Bike Lanes, Crosswalks, Pedestrian Signals Coming to Dahab Crash Corner
Last Friday, the Baldwin Hills Conservancy, a county agency, awarded Culver City $570,000 to improve the intersection of Jefferson Boulevard and Hetzler road, the same intersection where Christine Dahab crashed into a group of stationary Midnight Ridazz early in the morning of June 16. The improvements include the installation of a raised median near the intersection to differentiate the area surrounding the Scenic Overlook and the rest of the park from the industrial area around it, bike lanes from Duquense Avenue to the west to the City border to the east, a sidewalk on both sides of Jefferson and installation of a pedestrian signal at Hetzler.

Eyes on the Street: Oh, Wilbur…
If the newly-restriped .3 mile area of Wilbur Avenue was supposed to be a compromise between the LADOT, City Council Office, advocates of fast moving car traffic, bicyclists and residents, it appears the LADOT put the politics of the situation over the road diet ahead of responsible engineering.
