SB 1183 Is No Longer a Bike Tax
Senate Bill 1183, the bill from Mark DeSaulnier (D-Concord) which was originally proposed as a “bike tax,” is no longer a bike tax. This time the change is not just in the bill's title -- the bill, which originally proposed a sales tax on bicycles to create a stable source of funding to maintain bicycle facilities in regional parks, now proposes a fee on motor vehicle registrations instead.

Oakland Proposes Parking-Protected Bike Lanes on Telegraph Avenue
The City of Oakland has released preliminary design options [PDF] for a redesign of Telegraph Avenue, which include parking-protected bike lanes, improvements to speed up AC Transit lines, and pedestrian safety upgrades. Planners will hold open house meetings to collect input on the design options starting next week.

TransForm to Host Third Transportation Choices Summit in Sacramento
TransForm, an organization that advocates for sustainable transportation, smart growth, and affordable housing throughout California, will host its third annual summit next week to discuss the state's transportation priorities. The Transportation Choices Summit will take place in Sacramento on Tuesday, April 22, and feature speakers from advocacy organizations including the Greenlining Institute, Move LA, and Safe Routes to Schools, as well as state legislators and representatives from state agencies.

CA Sen. Steinberg Proposes New Spending Plan for Cap-and-Trade Revenue
Senate President Pro Tempore Darrell Steinberg (D-Sacramento) announced a proposed plan to create a permanent spending strategy for cap-and-trade revenue [PDF] that prioritizes investments in affordable transit-oriented housing, transit expansion, and CA high-speed rail. Unlike the Governor's plan for this year's budget, Senate Bill 1156 also proposes investments in "complete streets" and transit operations.

Caltrans Endorses the NACTO Urban Street Design Guide
It wasn't a total surprise, but exciting nevertheless for bicycle advocates gathered at the NACTO "Cities for Cycling" Road Show in Oakland last night. Caltrans Director Malcolm Dougherty announced that the agency will endorse the use of the National Association of City Transportation Officials Urban Street Design Guide, giving California cities the state DOT's blessing to install modern infrastructure like protected bike lanes.

NACTO’s “Cities for Cycling” Road Show Comes to Oakland
Today and tomorrow, Oakland will host the National Association of City Transportation Officials (NACTO) Cities for Cycling Road Show, which brings experts on NACTO's Urban Street Design Guide to Oakland to meet with city planners, engineers, and elected officials.

Updated Report Shows CAHSR’s GHG Reductions Less Costly Than Thought
UCLA's Lewis Center revised some of the estimates in its recent report comparing the costs of reducing greenhouse gas (GHG) emissions using California high-speed rail to those of bike, pedestrian, and local transit projects. The report's authors found that high-speed rail is not as expensive as an emission reduction as they first thought.
