Development Agreements are one of the most powerful entitlement processes, providing more flexibility and more certainty to the applicant, the City and the public about a proposed development project. Development Agreements offer a wider array of potential on and off site amenities, infrastructure improvements, and community benefits than traditional use permits or other entitlements, and provide cohesive and enforceable details about timing and responsible parties for all aspects of the development once enacted, even after the Certificate of Occupancy is issued.
