Mayor’s Office Rescues 10% Set-Aside for Bicycling and Pedestrian Projects in Measure R Local Return
As someone who has been pushing hard for a "bicycling and pedestrian set aside" for Measure R funds from before it was called Measure R, I have mixed feelings about yesterday's City Council Joint Hearing with the Transportation and Budget & Finance Committees.

Bike Corrals for the City of Los Angeles
Due to Los Angeles City Council leadership and community advocacy,
bike corrals may soon be coming to Los Angeles. The April 14th meeting
of the city's Transportation Committee is scheduled to hear a council
motion on implementation of a pilot corral in Northeast Los Angeles.
Here's the backstory on how that came to pass.

DIY Goes Legit: Hills Community Wants to Pay for Its Traffic Calming
Fed up with speeding traffic zooming through their local street, residents of the well-to-do Mt. Olympus Homeowner's Association have approached the city with a plan to pay for the speed humps and speed feedback signs that would make a difference in protecting their street from speeding drivers of all stripes. A motion to allow them to do just that was heard at last week's City Council Transportation Committee Hearing, with a resolution expected at next weeks.

Expo Board Approves FEIR for Phase II. Off to Construction or Off to Court?
After years of debates, threats of lawsuits, contentious community meetings and even heated discussion on Streetsblog message boards; there was a feeling that yesterday's meeting of the Expo Board to debate the certification of the environmental documents for Phase II would be a momentous meeting. Predictions of a 4-3 vote either for or against certification seemed a safe bet; with the exception of the Transit Coalition's Bart Reed who predicted a "blowout," everyone I talked to thought it would be close.

Bike Sharing Coming to USC and City Passes Rough Timeline for Anti-Harassment Ordinance. Speed Limit Increases Delayed.
The City Council met today and discussed two cycling related issues. The first was the ongoing discussion of whether or not the city should have a bike sharing program. Second, the Council debated how to create an ordinance that would better protect cyclists from harassment.

Vroom! Speed Limit Increases in Front of City Council
As mentioned in a post yesterday, the Los Angeles City Council Transportation Committee will vote tomorrow at 2:00 P.M. in City Hall on whether or not to raise speed limits on three local streets Chandler Boulevard, Riverside Drive and Beverly Glen Boulevard. In the past day, three outraged pieces have attacked the limit increases and challenged the Council to defy state rules that require the increases for the LAPD to use radar to enforce the law.

Two Steps or Three? Timeline for Cyclist Anti-Harassment Ordinance Heads to Full Council

LADOT: No Timetable on Sharrows Pilot Program; LACBC: How’s Next Month Work?
Yesterday, the City Council Transportation Committee met to discuss, once again, what the heck is taking so long to bring a Sharrows program to Los Angeles. For over two years, the program has been a top priority for the Los Angeles County Bicycle Coalition, and funding has been in place for a pilot program for over six months. Conversely, the above painted-lane Sharrows program in Long Beach took four months to move from Mobility Coordinator Charles Gandy's head to the street.

Last Night’s Bike Meeting Highlights: Late Start, Unanswered Questions but Anti-Harassment Ordinance Moves On
By the time the bike portion of the "Bike-Only" City Council Transportation Committee hearing began at 3:45, one hour and forty-five minutes late, it was clear that the bicycling-love-fest that we've seen at past "Bike-Only" meetings wasn't going to happen. Not only did the meeting start late because of an over-run of the City Council meeting, but Councilman Richard Alarcon had already stormed out of the room because Councilman Bill Rosendahl had caused the full Council to lose quorum and Councilman LaBonge had already snapped at the audience for talking during public comment.

Next Week’s Big Bike Meeting: Bike Harassment, the LAPD, Bike Planning and More!
When Streetsblog spoke with Councilman Bill Rosendahl about his priorities as Transportation Committee Chair, he promised a number of sweeping changes and regular "bike themed" committee hearings. Next week he is going to make good on some of his projects when he chairs his first "bike-only" City Council Transportation Hearing. You can read the full agenda here, or just read on as we'll preview each issue that will be discussed.
