    Clearly a proposal to upgrade the Orange Line to light rail and extending it to Pasadena will politically need to be part of any future transportation sales tax ballot measure. It may not be the highest regional priority. I would argue a Sylmar to LAX light-rail project should come first. But as long as and Orange Line light-rail upgrade is in Metro’s long-term plans, that should be enough to win more San Fernando Valley support for a future ballot measure.
