I think the key is to develop the political strength to force the city to spend the money on bikes, rather than turn it down or divert it to other uses. With somewhere around 1.5 to 2 million cyclists in L.A alone, we should be able to dominate, not just influence, the political process if we'd just get off our collective butts and do something about it.

I bristle when I hear "lack of funding" positioned as an explanation for failure to perform.

The Fletcher Bridge bike lanes were funded four years ago at $1.25 Million and nothing has been done.

Caltrans provided engineering and funding for 9 miles of Bike Lanes on Topanga Canyon Boulevard and the LADOT rejected the funds, electing to go with peak hour parking.

It's very disturbing to hear the same old rhetoric go unchallenged.
