What on earth are these irresponsible people doing walking across the streets with their kids at that time of night? The whole thing sounds fishy ... maybe they are trying to collect from the drivers insurance. I believe that the punishment needs to be increased dramatically. Seems almost once a month some poor pedestrian get killed by some poor person in a hit and run.
