There are a few Controller audits of the LADOT that do a pretty good job of laying out what the DOT is and how it operates. That's how I found out that the Bikeways Section is buried deep in the Grant Writing wing of the department. That organizational map is viewable in a few different (though slightly outdated) editions starting with Gloria Jeff’s imperial command taking over after Mayor Villaraigosa was elected to his first term.
