They must just be talking about the rolling stock.  No way are they talking about the host of necessities like station modernization (ADA), signal and track improvements and the host of other things needed to bring our nation&#039;s transit system into the 1980s (forget 21st century).  There&#039;s probably a $100 billion needed just in NYC, let alone other old transit cities like Boston and Chicago.  The number is probably closer to $250 billion.</description>
