Improved highway repair / maintenance over expansion is where I would have preferred the funds go.

The same report (pp. 28-29) shows CA ranked 25th on the percentage of funds spent for transit and non-motorized projects (DC was #1 at 41.5%).

Agreed, that is a pretty pathetic breakdown for both CA and the nation. I guess they'll put charts like that up in museums in 200 years to show how myopic Americans were at the dawn of the 21st century.

So, how do you convince people to demand something better from their politicians?
