		<description>Since Bud Shuster foled his tent in 2001 we really haven&#039;t had a lead for these bills, and certainly the process has been less focussed. Is Oberstar a possible new uber transportation legislator of the kind we&#039;ve lacked all these years, who can overcome the hurdles such prompt action would require to happen? It does seem a possibility.

Cutting the Obama people some slack, I think they are basing their proposal on how Congress has been the past few years: dithering and less than forceful, especially about the trust funds. Punting instead of getting mired likely seemed a good strategy.</description>
