		<description>The key problem is pent up demand from the last bill falling short of what many wanted versus the problem of what to do about funding. Despite many voices clamoring for action this is a situation that legislative bodies are not well suited to deal with easily or quickly. I am fairly convinced a delay seems more and more likely.</description>
