It always seemed that Measure R was essentially a vote on what the LRTP would be.

I'll repeat what I emailed Mr. Newton this morning in re the LRTP:

Despite what some have said, I have dubbed this the backroom deal LRTP since public input has been nil. Not that past cycles were anything other than dog & pony shows but now they don't even try to pretend. Anyway Measure R and its project list is the defacto LRTP, which this will simply validate/duplicate.

I would bet, in the bylaws somewhere that they have to have the plan available to the public for a certain amount of time before putting it to a vote. You know, like respectable organizations do....then again, I forgot who we were talking about.
