It always seemed that Measure R was essentially a vote on what the LRTP would be. 

Thank goodness Measure R passed.  It would have been a very bleak LRTP indeed without it.</description>

		<description>I would bet, in the bylaws somewhere that they have to have the plan available to the public for a certain amount of time before putting it to a vote.  You know, like respectable organizations do....then again, I forgot who we were talking about.</description>
