		<description>This tracks with what I was hearing during the last reauthorization cycle. Bush had minimal interest in transportation, dragged out passage and seemed more interested in pleasing the anti-tax crowd than having a good bill. There was strong desire by many electeds (even conservatives) for a larger bill but that was squelched by Bush&#039;s unwillingness to deal with the need to find more revenue. The new bill will be partly shaped by the pent-up demand for a larger program that has only grown in the past 4 years.</description>
