If the legislature had approved a budget with a gas tax in it, he would have signed it. It's just that the republican who was willing to change his vote demanded that the gas tax be taken out. There was a discussion about Schwarzenegger and the possibility of raising the gas tax on Larry Mantle's Airtalk show yesterday morning.
