Once again, the city sets its sights on creating another revenue stream, stolen from homeowners, to feed its union hacks. They tried this last year and were defeated, but no doubt, in the name of "safety", they'll find a way to tax us for our sidewalks, yet leave them unrepaired.

I'd rather they just make clear the ownership of the sidewalk - and deed it to the property owner, along with the parkway, and let us take out the trees that rip up the sidewalk as well.

Right, but if the City of L.A. is doing this, then you know what will happen - the money for the sidewalk repair will be subtracted from the sale price. The money will sit in an unmarked fund for close to a decade before it is revealed that it has all been spent, or that the head of the BSS simply forgot about it.

My examples of L.A.'s standard operating procedure: parking meter money in L.A. goes to an account downtown, the increased meter money will not go to the districts that generate revenue but instead to random projects; the Quimby fee, charged to developers to pay for parks near their projects, went unallocated for several years before a recent city council meeting uncovered them.

I'm not saying it is a bad idea, I just think that it is too smart for L.A.'s ruling elite to get right.

Umberto,

With a point-of-sale program for sidewalk repairs, owners will not have to pay for or do anything until they sell their property. Sellers will pay to fix only the sidewalk in front of their own property, so they will know where their money is going.

Here is the link to an article that explains point-of-sale programs for sidewalk repairs:

As with parking rate increases, the city will likely implement a sidewalk-lien on home that are sold - and then send the money downtown to a council controlled slush fund or allow the Bureau of Streets Services to use it for "Sidewalk Outreach".
