That $153 million cut proposed for the CURRENT fiscal year means that the STA payments that transit agencies have already received are all they're going to get. Cutting the STA by $306 million for 2009-10 is just another way of framing his proposal to COMPLETELY ELIMINATE the STA beginning July 1 -- that $306 million representing the TOTAL amount of STA funding included in the 2007-08 budget and in the 2008-09 budget passed and signed in September.
