In the second half of the post I tell how I stumbled across this law by accident after writing a letter to my company HR after I thought I came up a parking rebate incentive, only to discover it was already on the books since 1992. This might be good to look at since my company previously did not have cash-outs, and now that it does, bike commuting has about tippled at work. Hey New Guy,
