DD only comes in to play if there is first a zoning change and second if that zoning change meets certain criteria. Development within existing zoning standards is approved at the discretion of the planning commission and City Council - (no change from today)

EE operates the exact same way except their trigger points are much fewer and they treat condo residents different than single family dwelling residents.

The biggest difference is that the council just put up EE to confuse the voter and draw votes from DD. There is no vote for EE campaign. There are no Vote FOR EE yard signs. There is no vote for EE website.

The council have joined forces with Save Redondo which attacks all ballot box zoning. So the Council is playing both sides of the fence. The vast majority of Save Redondo funds come from a statewide realtor political action committee and two land holders that would benefit from upzoning.
