		<description>Semantic difference.  If Governor doesn&#039;t veto bill in 30 days, it becomes a law by statute so he doesn&#039;t have to physically &quot;sign&quot; the legislation for it to become law, just not veto it.  Of course, it still remains to be seen whether or not it will be vetoed given what happened with the state budget yesterday.
