Congestion pricing, I thought, is a fee for access to an area that has been cordoned-off. I guess the highway is the cordoned-off area in this &quot;congestion pricing&quot; scheme - but it seems like verbal buggery to me.

This ought to be called &quot;a toll road scheme&quot; or  a &quot;highway user fee&quot;, que no?

I think that user fees for highway use are approriate (they work for buses and trains), I&#039;m just worried we&#039;re going to get some private conglomerate or international corporation to sweep in and get to lease our highways for 99 years to manage this toll road scheme.</description>
