The report says that, due to their geographical location, low incomes, and low institutional capacity, as well as their greater reliance on climate-sensitive sectors like agriculture, the poorest countries and people are suffering earliest and are poised to suffer most.</description>

It&#039;s so strange that people find the concept of the sales tax loosely acceptable yet the extra fee for registering a hummer or a truck is somehow labeled a wacky global warming scheme.

Unfortunately I&#039;m doubtful that any of this can pass on a ballot. 66% is a huge mountain to move, and I suspect the only path is going to be promising lots of highway improvements.</description>
