Congress has the power of the purse - what is so complicated about threatening to yank this guy's budget? Take away the EPA cheif's staff, EPA car, letterhead, etc. in a massive amnibus budget bill. That is how the majority is able to kick ass and take names in a legislative body - take away the EPA chief's money. 67 votes my ass. That would be one strategy, of many, that I am surprised not to even hear the analyists and talking heads drag out. This is such a cop-out.
