Only "non-attainment" areas apply. http://www.aqmd.gov/trans/doc/park_cashout_aqmd.pdf If LA's suggested enforcement adjustments make this law more effective, it could then be applied statewide, pitched as a greenhouse gas emissions reduction strategy (instead of just an air quality strategy). One more reason we need a statewide coalition for balanced transportation in California. TALC, Care to lead the way? Green Wheels is interested in signing up.
