		<description>I got all excited thinking this applies statewide, but it doesn&#039;t apply up on the North Coast because of our good air quality.  Only &quot;non-attainment&quot; areas apply.

If LA&#039;s suggested enforcement adjustments make this law more effective, it could then be applied statewide, pitched as a greenhouse gas emissions reduction strategy (instead of just an air quality strategy).

One more reason we need a statewide coalition for balanced transportation in California.  TALC, Care to lead the way?  Green Wheels is interested in signing up.</description>
