Here's my big idea on SAFETEA-LU reauthorization: ditch the National Highway System funding program and instead establish a "New Starts" program for roads, modeled after the New Starts for Transit program. In this way, new road and expansion projects would be subject to a rigorous cost-benefit analysis, and would have to compete against other proposals.

You'd also have to establish a program just for road maintenance.
